The Right to Access Broadband

Transcript: As countries develop over time, the basket of rights that they can secure and guarantee for their citizens expands. Generally the first things are basic rights - the right of life and liberty and the pursuit of happiness. Next usually comes political rights; you have the right to free speech, you have the right to free press. Beyond that are economic rights. In the US, these are things like guaranteed free public education for everyone. In other places, it may include medical care or shelter. With the centrality of technology and artificial intelligence to the future, should we contemplate adding: broadband access to the mix of economic rights that we guarantee?
